Allow the Secretary of the Senate to open a Senate Gift Shop that sells items to Senators, Senate staff, and the public. All sales and service income must go into a Treasury revolving account called the Senate Gift Shop Revolving Fund. Money in that fund can be used at any time to run the shop, buy supplies and equipment, pay other shop expenses, and repay the Senate accounts that covered the shop’s salaries. The Secretary can move the shop’s net profits for items that support the Capitol Visitor Center to the Capitol Preservation Fund, and can give proceeds from holiday ornament sales to the Senate Employee Child Care Center for its programs, scholarships, supplies, and equipment. The rules in 40 U.S.C. §5104(c) do not apply to these activities. To start the fund, the Secretary may transfer up to $300,000 from the Stationery Revolving Fund and, on October 6, 1992, may use amounts from the Legislative Branch Appropriations Act, 1991 for initial costs. Payments from the fund need vouchers approved by the Secretary or a designee, and the Secretary may create rules to run the shop.
