The Secretary of the Senate must lead creating and running a complete Senate legislative information system, with oversight and approval from the Senate Committee on Rules and Administration. The Secretary must work with House staff and may ask other legislative and executive agencies for help. Money set aside under “Secretary of the Senate” by the Legislative Branch Appropriations Act, 1995, that the Secretary decides is not needed for a Senate financial system may be used for this project if the Senate Appropriations Committee agrees. Those funds can be used through September 30, 2000. The Rules Committee can make rules needed to carry this out. The rule is effective for fiscal years starting on or after October 1, 1996.
