Creates a Senate Leader’s Lecture Series. Up to $30,000 per fiscal year may be spent from the "Secretary of the Senate" account in the Senate contingent fund. Funds can pay speakers’ travel, lodging, per diem, and receptions. Payments need vouchers approved by the Secretary. Effective October 1, 1997.
