Does not apply to any bill, joint resolution, amendment, motion, or conference report before Congress that fits one of these categories. It covers measures that protect people’s constitutional rights; create or enforce laws banning discrimination based on race, color, religion, sex, national origin, age, handicap, or disability; require accounting or audits for federal grants or property; give emergency aid when requested by a State, local, or tribal government; are needed for national security or for approving or carrying out treaties; are called emergency legislation by the President and by Congress in law; or deal with Social Security old‑age, survivors, and disability insurance (title II, 42 U.S.C. 401 et seq.), including taxes under sections 3101(a) and 3111(a) of title 26.
