Creates a special revolving fund in the U.S. Treasury to run Senate Hair Care Services and lets the Sergeant at Arms and Doorkeeper hire staff and set their pay. All money the hair service gets from fees or other sources must go into that fund. The fund can be spent without yearly limits to pay salaries and to buy supplies, equipment, and other needed expenses. Most rules in 40 U.S.C. 5104(c) do not apply here except the rules about solicitation, and the Committee on Rules and Administration must approve those activities. Agency payroll contributions are paid from the regular "Salaries, Officers and Employees" account. Payments from the fund need vouchers signed by the Sergeant at Arms, except for salaries paid at an annual rate. The Committee can tell the Secretary of the Senate to move any money the Committee thinks is more than current and near-future needs into the Treasury as miscellaneous receipts. The Sergeant at Arms may make rules to run the service, with Committee approval. Any unused balance from the old fund under section 121a is moved into the new fund. The rules take effect on or after October 1, 1998, or 30 days after enactment (October 21, 1998), whichever is later.
