Neither the Senate nor the House may use a fast-track process to consider any bill or resolution from a Task Force for Responsible Fiscal Action or a similar commission if the bill includes recommendations about the Social Security old-age, survivors, and disability insurance program or about the taxes listed in subchapter A of chapter 9; subchapter E of chapter 1; or section 86 of part II of subchapter B of chapter 1 of the Internal Revenue Code. In the Senate, that rule can be waived only by an affirmative vote of three-fifths of the Members, duly chosen and sworn. If someone appeals the Chair’s ruling on an objection under this rule, three-fifths of those Senators, duly chosen and sworn, must vote to sustain the appeal.
