The Secretary of Education must first set aside up to one-half of 1 percent of the money for the outlying areas, based on their needs after consulting with the Secretary of the Interior. The Secretary may also reserve up to $14,000,000 for running and overseeing the program, including evaluations. Then the Secretary must reserve $5,000,000,000 for the chapter’s specified grants. After those reserves, the rest is split for the States: 61 percent based on each State’s share of people aged 5 through 24, and 39 percent based on each State’s total population. The Secretary gives those amounts to each State’s governor. If a governor does not award or commit funds within two years, the governor must return them and the Secretary will reallocate them to the other States using the same split.
