Grants run for five years, and each eligible partnership may get only one grant in any five-year period. A person who is part of a partnership that got a grant can join a different eligible partnership and get a grant with the new group if the person shows need. All applications go to a peer review panel (a group of experts) that recommends approval or denial. The Secretary gives priority to partnerships that include a college teacher-prep program with a tough selection process and to either broad partnerships with businesses and community groups or to projects that help spread grants fairly between rural and urban areas. The Secretary decides which applications get funded and how much, based on the reviews, total money available, and the proposed activities. Recipients must provide non-Federal matching funds equal to 100 percent of the grant (cash or in-kind), though the Secretary can waive all or part of that match for any fiscal year if it would cause serious hardship or prevent the work. No more than 2 percent of grant funds may be used for administration.
