Lets schools or other institutions that the Secretary finds eligible under part A or part B get special help when they apply for certain programs under part D or subchapter IV. Under rules the Secretary makes, if an application would otherwise be approved, the Secretary can remove the requirement that the institution pay part of the project cost or can give that application priority over others, so long as this does not conflict with other laws. The Secretary cannot remove the local cost‑sharing rule for any application that, if approved, would use more than 10 percent of the program’s annual appropriations.
