The Secretary can give grants to colleges and nonprofit groups to train staff and leaders who work in, help run, or plan to work in the programs funded under this division. Training can be conferences, internships, seminars, workshops, and written guides. It must be offered around the country so it fits local needs. New project directors must get annual training. Training must also be offered each year on rules for running the programs; helping students get financial aid; how to design and run model programs; using educational technology; and ways to recruit and serve hard-to-reach students, including those who are limited English proficient, from underrepresented groups, have disabilities, are homeless (as defined in section 11434a of title 42), are in or aging out of foster care, or are otherwise disconnected. Grants for this training can only be made after the Secretary consults with regional and state professional groups who know the needs and problems of these programs.
