Requires the Secretary to send an annual report to the authorizing committees about how all programs funded under this division are doing. The report is due no later than 12 months after the funded groups report their performance to the Secretary. It must focus on the outcome measures set under section 1070a–11(f)(4), combine project data to show national results for each program, include descriptive or multi-year/multi-cohort data when helpful, and give comparable national data for low-income students, first-generation students, and students with disabilities. Each report must also describe the secondary review process, including how many reviews occurred, their types and outcomes, how they affected award timing, and any other needed details. Requires the Secretary to fund or contract with colleges and other public or private groups to run strong evaluations of program effectiveness, including the Upward Bound evaluation that had to start by June 30, 2010. Those studies must look at which students benefit most and which program features work best, and identify practices that improve access, preparation, and success for low-income and first-generation students while helping meet the outcome measures in section 1070a–11(f)(4). The Secretary must share the proven practices with grant recipients and the public. No program can be forced to recruit extra students or to deny services to eligible students to take part in an evaluation. The Secretary must also consider participant burden and institutional review board standards when designing evaluations. The Secretary may give grants to programs operating before October 7, 1998 to help them partner with others, spread best practices, and provide technical help, and must share evaluation and grant results with similar programs and others working on college access and retention.
