The Secretary must make an agreement with every State that wants to take part in the scholarship program. Each agreement must require the State education agency to run the program and follow the program’s rules for who is eligible and how students are chosen. The State must also publicize the scholarships to all eligible students, especially those from low- and moderate-income families, and pay $1,500 to each student who receives a scholarship.
