Colleges and universities may use up to 10 percent of their work-study funds to run community service‑learning programs. They can spend this money to make the student work educationally valuable, give students the resources and supervision they need, and partner with public and nonprofit agencies (including programs under the National and Community Service Act of 1990) to plan and run the programs. The Secretary of Education can also give extra grants to schools to support off‑campus community service jobs. Schools must use those grants to recruit and pay students, cover training time, and pay travel tied to the service. The Secretary must give priority to projects that help early childhood education or prepare for emergencies. Funding was authorized for fiscal year 2009 and each of the five years after that.
