Title 20 › Chapter CHAPTER 28— - HIGHER EDUCATION RESOURCES AND STUDENT ASSISTANCE › Subchapter SUBCHAPTER IV— - STUDENT ASSISTANCE › Part Part E— - Federal Perkins Loans › § 1087ii
Defines three key terms used in this part. Low-income communities are places where many children meet the federal rules for being counted as low-income. High-risk children are people under age 21 who are low-income, are at risk of or have suffered abuse or neglect, have serious emotional, mental, or behavior problems, live in placements away from their homes, or are involved in the juvenile justice system. Infants, toddlers, children, and youth with disabilities use the same meanings found in the federal special education and early intervention rules, and "early intervention services" means what those early intervention rules define.
