Summary

Defines three key terms used in this part. Low-income communities are places where many children meet the federal rules for being counted as low-income. High-risk children are people under age 21 who are low-income, are at risk of or have suffered abuse or neglect, have serious emotional, mental, or behavior problems, live in placements away from their homes, or are involved in the juvenile justice system. Infants, toddlers, children, and youth with disabilities use the same meanings found in the federal special education and early intervention rules, and "early intervention services" means what those early intervention rules define.

(a)For the purpose of this part, the term “low-income communities” means communities in which there is a high concentration of children eligible to be counted under section 6333(c) of this title.
(b)For the purposes of this part, the term “high-risk children” means individuals under the age of 21 who are low-income or at risk of abuse or neglect, have been abused or neglected, have serious emotional, mental, or behavioral disturbances, reside in placements outside their homes, or are involved in the juvenile justice system.
(c)For purposes of this part, the term “infants, toddlers, children, and youth with disabilities” means children with disabilities and infants and toddlers with disabilities as defined in section 1401 and 1432 of this title, respectively, and the term “early intervention services” has the meaning given the term in section 1432 of this title.
