Defines who is covered during wars, military operations, or national emergencies. Active duty means the definition in 10 U.S.C. 101(d)(1), but it does not include active duty for training or attending a service school. An affected individual is someone on active duty, a National Guard member on qualifying full‑time duty, a person living or working in an area officially declared a disaster in connection with a national emergency, or anyone the Secretary finds had direct economic harm from the war/operation/emergency. Military operation means a contingency operation under 10 U.S.C. 101(a)(13). National emergency means a presidential declaration. Serving on active duty during such events includes Reservists or retirees ordered to active duty under 10 U.S.C. 12301(a), 12301(g), 12302, 12304, 12306, or 688, and members reassigned away from their normal station. Qualifying National Guard duty means full‑time duty under 10 U.S.C. 101(d)(5) called by the President or Secretary of Defense for more than 30 consecutive days under 32 U.S.C. 502(f) with Federal funding.
