The Education Department must give yearly competitive grants to colleges or groups of colleges to start or expand high-quality, inclusive postsecondary programs for students with intellectual disabilities. Grants run for 5 years and are managed by the office that runs other college programs. Colleges must apply in the way the Department requires. The Department must spread the grants across different regions and fund programs in underserved areas. It should prefer proposals that partner with agencies like vocational rehabilitation, include students with intellectual disabilities in campus housing, or involve college students studying related fields. Grant funds must be used to create programs that serve students with intellectual disabilities, provide individual supports so they can join classes and campus life, and focus on academic growth, social skills, independent living (including self-advocacy), and work experiences that lead to jobs. Programs must use person-centered planning, work with a federal coordinating center on evaluation, partner with local school districts to support students still eligible for special education (including use of IDEA Part B funds), plan to continue after the grant ends, and offer a meaningful credential at completion. Colleges must match at least 25 percent of program costs with cash or in-kind contributions. Within five years of the first grant, the Department must report to the authorizing committees and the public on the funded programs and how to copy effective models.
