Each fiscal year, of the money provided to run this program, at least 50% must go to cooperative-education grants for certain colleges and groups of colleges, and at least 25% must go to cooperative-education grants for other colleges. No more than 11% may be used for demonstration projects, no more than 11% for training and resource centers, and no more than 3% for research. The funds cannot be used to pay students for work they do for employers in the program.
