Provides grants to community colleges to work with juvenile detention centers and secure youth facilities so young people can reenter their communities with skills and credentials. The program helps eligible young adults (age 16–25) who were convicted and detained or released. Grants fund counseling, life and social skills, academic and career training, mentoring with a program coordinator, help finding internships or jobs, and special workshops so participants can help prevent gang and youth violence. Programs must offer a path to at least one credential: a certificate (for example, career or technical training) or an associate’s degree. Grants cover things like tuition and transportation. Each grant is for one four-year period and may be renewed by the Education Secretary. Colleges apply with a resource check, a program plan, and a budget. Priority goes to colleges serving the most priority individuals and those that best meet the goals. Colleges must report results and evaluate effectiveness. Funds are authorized for fiscal year 2009 and each of the five succeeding fiscal years. Definitions used: community college — meaning given in section 1058(f); eligible individual — age 16–25 inclusive, convicted, and detained in or released from juvenile detention or a secure youth facility; gang-related offense — certain drug or violent felonies (or conspiracies) with specified minimum penalties and committed with gang involvement and intent to further the gang; priority individual — an eligible individual convicted of a gang-related offense who served or is serving detention for it; guidance counselor — a person who works one-on-one with at-risk youth to support their academic and personal growth.
