The Secretary can give a grant to the University of Hawaii Academy for Creative Media to create, run, and update the Henry Kuualoha Giugni Kupuna Memorial Archives at the University of Hawaii. The money must be used to build a secure, web-accessible collection of important Native Hawaiian historical materials; offer scholarships for students who cannot afford college; support web media projects and create teaching materials for indigenous students (including Native Hawaiians, Alaskan Natives, and Native American Indians); reach out to K–12 schools; make online resources explaining Native Hawaiian terms and practices; buy or rent buildings and computers for the archives and schools; train K–12 teachers; and teach college students about money management. Funds can be provided as needed for fiscal year 2009 and each of the five succeeding fiscal years.
