When the Secretary finds parent involvement would make a State or local program work better, the Secretary must make rules to encourage that involvement. For programs that pay local school districts, applications must show parents of the children served helped plan and will help run the program, include a statement those parents had a chance to give input, and explain how plans and evaluations will be shared with parents and public.
