Title 20 › Chapter CHAPTER 8— - HOWARD UNIVERSITY › Subchapter SUBCHAPTER I— - GENERAL PROVISIONS › § 124
The Secretary of Health, Education, and Welfare must give Howard University, at no cost and under an agreement with Howard’s board, all U.S. ownership of the Freedmen’s Hospital property in Washington, D.C. This includes the land, buildings, improvements, and the personal property the Secretary decides, so the university can use it for teaching and community hospital services. Congress wants the transfer done quickly, with patients cared for during the change, and with as little disruption to current staff as possible while protecting their job interests. The Secretary must tell Congress the terms of the agreement.
