Stops any State from denying equal school opportunities because of race, color, sex, or national origin. It bars six things by a school system: deliberately separating students by race, color, or national origin; not taking real steps to undo past segregation; sending a student to a school farther than the nearest if that makes segregation worse by race, color, sex, or national origin; treating staff or teachers differently by race, color, or national origin (except to carry out language help); moving students to increase segregation; and failing to remove language barriers that keep students out of classes.
