Federal courts and agencies cannot order students to be sent to any school farther away than the closest or next-closest school to their home if that nearby school provides the right grade level and program. They also cannot require transportation that would endanger a student's health or seriously interfere with that student's learning. If a court has declared a district desegregated or unitary, later neighborhood population shifts cannot be used to force new or changed desegregation plans that would require moving students to other schools to address those shifts.
