The Secretary of Agriculture may accept and manage gifts of land or other property for the National Arboretum. For federal income, estate, and gift tax laws those items count as gifts to the United States, and any cash, sale, or insurance proceeds must go into a separate Treasury fund and be spent only when the Secretary orders it.
