Summary

Creates the Harry S Truman Scholarship Foundation as a separate federal agency. It is run by a Board of Trustees with 13 members: two Senators (one from each party) picked by the President of the Senate; two House members (one from each party) picked by the Speaker; eight people appointed by the President with Senate approval (no more than four of those eight can be from the same political party) that must include a State chief executive, a city or county chief executive, a Federal judge, a State judge, someone active in higher education, and three members of the public; and the Secretary of Education or a designated person, who serves on the Board but cannot be the chair. Each Board member serves for six years. When the first Board was chosen, the President set staggered terms: four members for two years, five for four years, and four for six years. If someone fills a vacancy, they finish that term and are appointed the same way as the original spot. Board members do not get a salary but are paid back for travel, meals, and other necessary expenses.
