Lets the Foundation hire staff and set pay, but no employee except the Executive Secretary may be paid more than the rate for grade 15 in section 5332 of title 5. It can hire temporary experts and consultants under section 3109 of title 5 and pay them up to the GS‑18 rate in section 5332 of title 5. The Foundation can make its own rules for how it works, accept gifts and use or sell them for its purposes, take unpaid volunteers and reimburse travel and per diem under section 5703 of title 5, rent office space in Washington, D.C., and make other needed spending. With two‑thirds of the Board agreeing, it may sign contracts without performance bonds and without following section 6101 of title 41, and it may make advances and other payments without following 31 U.S.C. 3324(a) and (b). The Foundation must send an annual report about its work to the President and to Congress.
