Gives the Librarian of Congress power to run the Center and do what is needed to operate it. The Librarian can make rules for the Center; accept gifts, money, or property and use or sell them without following federal disposal laws; accept gifts with conditions if the Board agrees and even use other Center funds to meet those conditions; hire staff following federal pay and job rules but appoint a limited number outside those rules; hire experts and consultants under 5 U.S.C. 3109; use volunteers and pay their travel and per diem under 5 U.S.C. 5703; enter contracts to carry out the Center’s work (and, with two‑thirds of the Board, may do so without bonds); and make advance, progress, or other payments as allowed under 31 U.S.C. 3324(a) and (b). The Center Director must give the Librarian an annual report for the Library’s report to Congress. That report must show in detail all private and public money received and spent and may include recommendations the Center wants to make.
