Title 20 › Chapter CHAPTER 12— - FOREIGN AND EXCHANGE STUDENTS › § 221
The President can let citizens of the American republics attend U.S. government-run professional schools and training institutions, either free or for a fee, under rules he issues by Executive order. Those students must agree to follow the schools’ rules and try to finish their courses. The rules must limit their admission to U.S. primary schools so eligible U.S. citizens never lose a spot.
