The Secretary of Education can provide money to help create the Wayne Morse Chair of Law and Politics at the University of Oregon in Eugene. The federal share cannot exceed 50 percent. Money is given only after an application that meets the Secretary’s requirements. Congress may provide up to $500,000, and the funds stay available until spent.
