The Department must have an Office of Postsecondary Education. The office is led by the Assistant Secretary for Postsecondary Education, who is appointed under section 3412(b). The Assistant Secretary runs the office, handles postsecondary education duties the Secretary gives them, and is the main adviser to the Secretary on college and university matters. The Assistant Secretary must appoint a Deputy Assistant Secretary for International and Foreign Language Education. That deputy must have strong experience in international and language education. The deputy’s job is to promote study of foreign languages and other countries’ cultures at the elementary, secondary, and postsecondary levels in the United States and to work with similar programs run by other federal agencies.
