Creates a Federal Interagency Committee on Education to help the Secretary make sure the Department and other federal agencies work together on education programs and policies. The Committee must study how to improve coordination, including making policies consistent across agencies, avoiding duplicate work and repeated data collection, working with the Secretary on needed studies, coordinating programs so people who get federal help are served well, and including students and parents in federal education programs. The Secretary will chair the Committee. The President will pick which senior agency officials join. Certain office heads (OMB, Council of Economic Advisers, Office of Science and Technology Policy, and the Domestic Policy Staff) may send staff to attend. The Committee must meet at least twice a year and the Secretary may set up subcommittees. It must study federal vocational education and training and report the findings to the Secretary and Congress within two years of October 17, 1979. Agency leaders must give the Committee needed help.
