The Secretary may buy, lease, take by legal action, build, fix, run, and keep certain facilities and property for the Department. That includes schools when the chapter allows, laboratories, research and testing sites, employee housing, and personal property such as patents. The Secretary can also set up or contract for employee dining and other welfare facilities and buy equipment. The authority in section 2564 also applies, but only for special-purpose facilities that cannot be reassigned and are not available from the Administrator of General Services.
