The Secretary must, as soon as possible after each fiscal year ends, send one complete report to the President so it can be given to Congress about what the Department did that year. The report must list the Department’s goals, priorities, and plans and say how much progress was made toward those goals, toward better and more efficient management and coordination, and toward cutting burdensome rules and unnecessary overlap in federal education programs. The report must also estimate how many non‑Federal people were employed under Department contracts (including subcontracts) made under section 3475 or any other authority, state the number of those contracts and subcontracts, and give the total cost of them.
