Title 20 › Chapter CHAPTER 49— - ASBESTOS SCHOOL HAZARD DETECTION AND CONTROL › § 3601
Creates a federal program to find and fix asbestos dangers in schools and to help states and school districts do that work. Congress found that breathing asbestos raises the risk of cancer and other deadly diseases, children may be especially at risk, no safe level of asbestos exposure is known, a lot of asbestos (especially sprayed-on) was put in schools—mainly from 1946 to 1972—and damaged asbestos can release high levels of fibers into school air. There is no national program or standard for spotting and fixing these hazards. Requires the Secretary of Education to form a task force to help states and local school systems check how dangerous asbestos is in their schools. Requires states getting certain federal funds to make a plan for sharing information with local schools. Provides scientific, technical, and financial help for asbestos detection programs. Makes loans available to fix asbestos that is an imminent danger to students and staff. Protects school employees from punishment for reporting possible asbestos hazards.
