Title 20 › Chapter CHAPTER 50— - NATIONAL CENTER FOR THE STUDY OF AFRO-AMERICAN HISTORY AND CULTURE › § 3701
Creates a 15-member National Afro-American History and Culture Commission. The Commission must make a detailed plan for building and running a National Center for the Study of Afro-American History and Culture and send that plan and any law changes it recommends to the President and Congress not later than twenty-four months after October 10, 1980. The plan must cover the center’s main goals; public and private uses; design and appearance; who will own and run it; program and education ideas; ways to work with Afro‑American groups and universities; cost estimates (public and private); and steps to put the plan into action. The Commission must raise money from public and private sources to pay for its work, the center’s construction and operation, research, and reasonable admin costs. Any money received must be placed in a special deposit account with the Treasurer of the United States and used only for those costs. The General Services Administration, the Smithsonian Institution, and other federal agencies may loan or give art, artifacts, or other items. The Commission may buy, accept, or sell land and property near Wilberforce, Ohio, and use proceeds for the center.
