The Foundation may spend up to 15 percent of its science and engineering education money on programs that meet the goals listed in section 3912(b). One example is a program to exchange math, science, or engineering faculty between major research colleges and eligible colleges. An eligible institution is a college or university that (1) has a large share of minority or economically or educationally disadvantaged students; (2) is in a community not within commuting distance of a major college; and (3) shows a commitment to meet those students’ special educational needs.
