To get a grant, an applicant must send an application approved under section 3986 to the Secretary at the time and in the way the Secretary requires and include any extra information asked for. The application must describe the planned activities and promise that no more than 5% of the grant will pay administrative costs. For each program, the applicant must promise that 30% of the project money will come from local businesses, 20% will come from a mix of the State, the participating college or local school district, and other partners, no stipend will be paid directly to employees of a for‑profit business, and a teacher who takes part in an exchange may not work for the business they served for three years afterward unless the teacher repays the full cost of the exchange to the State and local educational agency. If the program includes scholarships, they must go to undergraduate students at in‑state colleges studying math, science, engineering, or computer science. Each scholarship may cover tuition plus a yearly stipend not over $750. The application must also explain how private school children in the district can participate, show attention to underrepresented and underserved groups, give fair consideration to private and public colleges, and include any other assurances the Secretary needs. Regional groups in two or more States may apply together.
