To get a grant, an applicant must send an application to the State education agency when and how the State asks. The State may let the applicant use or change a local assessment instead. The application must describe the activities it will fund and promise to spend no more than 5 percent of the grant each year on administrative costs. If the money will improve elementary or secondary resources, the application must estimate spending for things like equipment, facility upgrades, library materials, and classroom supplies; estimate how many students will be helped; and make several promises: at least 25 percent of project funds will come from local businesses (unless the State reduces this), no stipend will be paid directly to employees of for‑profit businesses, private school children may participate fairly, and the project will consider the needs of disadvantaged and other underserved students. If the funds are for advanced placement programs, the applicant must state what percent of the per‑student funds will pay AP costs. The State may lower or waive the 25 percent business match if there is substantial need and the matching money is not available. Two or more local school districts may apply together as a regional consortium.
