Summary

Defines four key words used in this part. A secondary school is a public school that offers secondary education under State law. Sponsorship means promoting, leading, or taking part in a meeting, but sending a teacher, principal, or other school employee just to supervise students does not count as sponsorship. A meeting means student group activities the school allows in its limited open forum that are not part of the school curriculum. Noninstructional time is time the school sets aside before classroom instruction starts or after it ends.
