Gallaudet University and the National Technical Institute for the Deaf must set and share national research, development, and demonstration priorities about deafness. They must get public input when making those priorities. The process must include consumers, groups that represent them, and leaders of other federally funded programs. Gallaudet’s priorities must also cover work done in its elementary and secondary education programs under section 4304. Each school must send an annual research report to the Secretary, the House Committee on Education and Labor, and the Senate Committee on Health, Education, Labor, and Pensions by January 10 every year. The report must summarize the public input and the school’s response, and describe each research project with start and projected end dates, projected cost and funding sources, and any products from research finished in the prior fiscal year.
