The Board must appoint a President who will be the Institute’s chief executive officer. Under the Board’s direction and the Chairman’s general oversight, the President must run the Institute, carry out its policies, and be in charge of all staff and activities. The President’s pay must not exceed the maximum rate of basic pay for grade GS–18 of the General Schedule.
