The report must include a detailed list of all public and private money, gifts, or other things of value the Institute received that year and say how those funds were spent. The report must also include any recommendations to improve the Institute. After September 30, 1988, the Board must send a budget proposal to Congress every year. The proposal must be sent by April 1 and must cover the two fiscal years that follow the fiscal year in which it is sent.
