The Board must prepare a master plan for the Institute’s short- and long-term facility needs. It must review all programs, activities, and facilities; project effects of moving to a new campus; and assess construction and development needs under a Board‑approved growth plan, including infrastructure, phased plans, cost projections. It must send the plan to Congress within 18 months after July 23, 1992, with a prioritized list of needs.
