The Secretary of the Interior may give grants to nonprofit groups that mainly serve Native Hawaiians or Alaska Natives and that have been recognized by the Governor of Hawaii or the Governor of Alaska. Grants must be used, when possible, to support scholarly study and teaching of Native Hawaiian or Alaska Native art and culture, to create degree programs in those fields, or to set up cultural centers and programs like other federal cultural centers. Any grant recipient must create a governing board to run the program. Hawaiian boards must include Native Hawaiians and well‑known experts and have set terms. Alaska boards must include Alaska Natives, well‑known experts, represent Eskimo, Indian, and Aleut cultures, and have set terms.
