Authorizes whatever yearly money is needed to carry out subchapter I. That money can be used at any time, with no fiscal‑year deadline. Except for amounts covered by section 4425(d), funds for fiscal year 1989 and later must be given to the Institute either at the start of the fiscal year or when the appropriation is enacted, whichever comes later. Starting in fiscal year 1992, the Treasury must transfer the funds as quickly as possible and treat the Institute as its own certifying agency. Funding can cover programs that last more than one year, and money provided in an appropriations act for a fiscal year may, if the appropriation allows, be available for obligations beginning July 1 of that year. For subchapter II, $1,000,000 was authorized for fiscal year 1987, and for each later fiscal year whatever sums are needed.
