Choose Madison Fellows for strong schoolwork and for promise as future secondary teachers of social studies and American history. The Foundation will run a nationwide contest to pick fellows. Applicants must show interest in studying the Constitution and a record of civic responsibility. Each application must include an essay about why studying the Constitution matters for the applicant’s career, public service, and citizenship, plus a proposed graduate study plan with courses and a possible master’s thesis. The Foundation’s board will set general standards for these programs. The Foundation must use selection rules that make sure at least one fellow is picked each year from every State, the District of Columbia, and Puerto Rico, and that the U.S. territories listed (Guam, the Virgin Islands, American Samoa, the Trust Territories of the Pacific Islands, and the Northern Marianas) are treated as a single group for at least one fellow if at least two qualified residents apply. If there is enough money, the Foundation may also invite scholars overseas to apply to study in the United States.
