Allow the Foundation to hire up to three employees (besides the Executive Secretary) and set their pay. Their pay cannot be higher than the top GS–15 rate, and they can get locality pay but only up to the limit in section 5304(g). The Foundation can hire temporary experts and consultants under 5 U.S.C. 3109 but pay no more than the Executive Schedule level IV rate. It can make rules for how it works, accept and use or sell donations for its purposes, take unpaid volunteers and pay travel and per diem under 5 U.S.C. 5703, and enter contracts or make grants to carry out its work with approval of two‑thirds of the Board. Those contracts may be made without performance bonds and without following section 6101 of title 41. The Foundation may rent office space in the Washington, D.C., area, spend up to 5 percent of its annual operating budget on career‑development programs for Goldwater Scholars in addition to scholarships, spend up to 5 percent of its budget on fundraising (including events), and make other necessary expenditures. The Foundation must send an annual report of its operations to the President and to Congress.
