Creates the Morris K. Udall and Stewart L. Udall Foundation as an independent part of the executive branch. The Foundation is run by a Board of Trustees made up of 13 people, 11 of whom can vote. Two trustees are picked by the President with Senate approval after the Speaker of the House is consulted. Two trustees are picked by the President with Senate approval after the Senate leadership is consulted. Five trustees are picked by the President with Senate approval; no more than three of those five can be from the same political party. Those five should be leaders with experience in the environment or in improving health and self‑governance for Native American and Alaska Native communities. The Secretary of the Interior and the Secretary of Education (or their designees) are voting members because of their jobs but may not be Chair. The President of the University of Arizona and the Chair of the President’s Council on Environmental Quality serve on the Board without a vote and may not be Chair. Trustees normally serve six‑year terms. For the first group of trustees, the President will assign staggered two-, four-, or six‑year terms among the groups above so service is staggered. A person who fills a vacancy serves the rest of that term and trustees may stay on until a successor is chosen. Trustees are not paid but get travel and other necessary expense reimbursement. The Foundation is located in Tucson, Arizona and in Washington, D.C. The Board hires an Executive Director as the Foundation’s chief officer and sets that person’s pay under federal rules.
