When money is needed to pay debts, carry out contracts, buy things, or do work allowed under sections 41 to 46, 48, 50, 51 to 53, 54 to 57, and 67, the Board of Regents or its executive committee can tell the chancellor and secretary how much is required. The chancellor and secretary must check the request and, if they approve it, send it to the right Treasury officer for payment. At every session of Congress, the board must send a report about the institution’s operations, spending, and overall condition.
