Defines key words used in many parts of this law. "All students" and "all children" mean students from many backgrounds, including disadvantaged students, students of different races and cultures, American Indians, Alaska Natives, Native Hawaiians, students with disabilities, students with limited English, school-age dropouts, migratory students, and academically talented students. "Bureau" means the Bureau of Indian Affairs. "Community," "public," and "advocacy group" include groups that support education for American Indian, Alaska Native, and Native Hawaiian children and Indian tribes. "Content standards" are broad descriptions of what students should learn. "Governor" means the State’s chief executive. "Local educational agency" and "State educational agency" have the meanings in section 8801. "Outlying areas" are Guam, American Samoa, the Virgin Islands, the Commonwealth of the Northern Mariana Islands, Palau (until the Compact of Free Association with Palau takes effect), the Republic of the Marshall Islands, and the Federated States of Micronesia. "Performance standards" are clear examples of what students must know and do to show proficiency. "Related services" has the meaning in section 1401. "State assessment" means measures of student performance that include at least 1 instrument of evaluation and may include others to check all students’ progress toward State content standards in 1 or more subject areas. "School" means a public school under State or local agency control, and for section 5895(b) it also includes schools run or funded by the Bureau. "Secretary" means the Secretary of Education. "State" means the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, and the outlying areas. For other listed subchapters, most terms have the meanings in section 8801, and again "Bureau" means the Bureau of Indian Affairs and "Secretary" means the Secretary of Education.
